When turn-on 'log level = 3', sending SIGHUP to samba processes, for
example: smbd parent/children, smbd-notifyd, and smbd-cleanupd. Then
monitor log.smbd in order to parse sighup logs, it looks like the log level
is inconsistent among these processes: smbd parent/children use level 1,
and smbd-notifyd/smbd-cleanupd use level 3.
This patch raises sighup handler's log level from level 1 to level 3, which
is more consistent with smbd-notifyd by Commit 6e5bff80a0a0b ("s3:notifyd:
Handle sigup in notifyd to reparse smb.conf"), and smbd-cleanupd by Commit
57c1e115ecef4 ("smbd: reopen logs on SIGHUP for notifyd and cleanupd").

Instead of registering the "classic" callback for MSG_SMB_CONF_UPDATED,
install a message filter to allow other parts of the code to also
listen for this message because classic callbacks are delivered only
once (see commit a2436b67e5dd47d955a3bea2b83e0693b627ab96).

We often loop over the array of domain children. However, the size of
the array is calculated as lp_winbind_max_domain_connections() which can
change (it is based on smb.conf). The fix is the talloc_array_length().
Reproducer:
winbind max domain connections = 100
smbcontrol all reload-config
smbcontrol all debug 10
/var/log/samba/log.winbindd shows many lines with random garbage pid:

Most idmap backends don't need access to the domain controllers.
And the related code is not needed for the backends.
Commit 17c86a2c5a5a5e2b194362e5f36f0f99910222c5 changed
the logic of set_domain_online_request() completely!
Instead of triggering a dc probe in the background,
it is now doing a blocking connection.
And doing this in the idmap child is completely useless.

Handling of logfile name for main and child winbindd must ensure:
1) Log directory is selected in this order:
* -l option of winbindd
* "log file" parameter in smb.conf
* compile time value '/usr/local/samba/var'
2) Log filename pattern
* parent process uses log.winbindd
* child uses log.wb-<name>
3) Log reopen works for both parent and child (i.e. log filename is not changed)
* kill -HUP <pid>
* smbcontrol <pid> reload-config
This commit removes 3 calls of is_default_dyn_LOGFILEBASE() to make sure that:
- 1st removal: child uses log.wb-<name> after the fork
- 2nd removal: child after HUP signal, does not switch to log.winbindd
- 3rd removal: child after smbcontrol reload-config, does not switch to
log.winbindd

Rather than have safe_string.h #include string_wrappers.h, make users of
string_wrappers.h include it explicitly.
includes.h now no longer includes string_wrappers.h transitively. Still
allow includes.h to #include safe_string.h for now so that as many
modules as possible get the safety checks in it.

This is required because we need a new pointer for LDB after the fork,
and with LMDB we can not longer rely on tdb_reopen_all() to do that
for us.
This can not be done in reinit_after_fork() due to the dependency loop
this would create.

Fix a bug when a child dies when a request is pending in the child. If the
signal handler fires before epoll finds out the other end of the parent-child
socket is closed, we close the socket on our side without taking care of the
pending request. This causes two problems: First, that one pending request
never is replied to properly, and secondly, we might end up with EPOLL_DEL on a
wrong file descriptor. This causes all sorts of trouble if we hit an active
one.
The fix for this problem is not to close the socket in winbind_child_died().
This however stops an idle child that dies hard from being properly cleaned up.
The fix for that is to add the child->monitor_fde that is set pending only when
no child request is active. This way we can remove the close(sock) in the
signal handler.

two children are the idmap and locator children, which don't have a domain set.
