[WHY]
Currently, there is an intermittent issue where a screen can either go
blank or be corrupted.
[HOW]
To resolve the issue we trigger the ramping logic for DIO FIFO so that
it goes back up to the correct speed.

[Why]
DPP Root clock optimization when combined with 4to1 MPC combine results
in the screen turning black.
This is because the DPPCLK is stopped during the middle of an
optimize_bandwidth sequence during commit_minimal_transition without
going through plane power down/power up.
[How]
The intent of a 0Hz DPP clock through update_clocks is to disable the
DTO. This differs from the behavior of stopping the DPPCLK entirely
(utilizing a 0Hz clock on some ASIC) so it's better to move this logic
to reside next to plane power up/power down where we gate the HUBP/DPP
DOMAIN.
The new sequence should be:
Power down: PG enabled -> RCO on
Power up: RCO off -> PG disabled
Rename power_on_plane to power_on_plane_resources to reflect the
actual operation that's occurring.

should be selected instead of DP DTO.

Add HDMI member to dtbclk_dto_params, so it can be used tell apart HDMI

[WHY]
Very low rate to cause memory access issue while resetting
DMCUB after the halt command was sent to it.
The process of stopping fw of DMCUB may be timeout, that means
it is not in idle state, such as the window frames may still be
kept in cache, so reset by force will cause MMHUB hang.
[HOW]
After the halt command was sent, keep checking the DMCUB state until
it is idle.

[Why]
When enabling an HPO stream for the first time after having previously
enabled a DIO stream there may be lingering DIO FIFO errors even though
the DIO is no longer enabled.
These can cause display clock change to hang if we don't apply the
OTG disable workaround since the ramping logic is tied to OTG on.
[How]
The workaround wasn't being applied in the sequence of:
1 DIO stream
0 streams
1 HPO stream
because current_state has no stream or planes in its context - and
it's only swapped after optimize has finished.
We should be using the incoming context instead to determine whether
this logic is needed or not.

before update dpp DTO, we check dppclks in context to determine it is
changed or not, but dppclks in context will be updated anyways after
flip is done, so compare dppclks in context will always get an equal
result.

[why]
DC does not correct account for the fact that DPP DTO is double buffered while DPP ref is not.
This means that when DPP ref clock is lowered when it's "safe to lower", the DPP blocks that need
an increased divider will temporarily have actual DPP clock drop below minimum while DTO
double buffering takes effect. This results in temporary underflow.
[how]
To fix this, DPP clock cannot be programmed atomically, but rather be broken up into the DTO and the
ref. Each has a separate "safe to lower" logic. When doing "prepare" the ref and dividers may only increase.
When doing "optimize", both may decrease. It is guaranteed that we won't exceed max DPP clock because
we do not use dividers larger than 1.

"reference clock" is a very overloaded variable in DC and causes confusion
as there are multiple sources of reference clock, which may be different values
incorrect input values to DML will cause DCHUB to be programmed improperly
and lead to hard to debug underflow issues
[how]
instead of using ref clock everywhere, specify WHICH ref clock:
- xtalin
- dccg refclk
- dchub refclk
these are all distinct values which may not be equal
