testparm explicitly fails if $piddir or $lockdir does not exist.
However, the daemons which actually use these directories, will
create it on demand, there is no need to fail even simple testparm
operations if the dirs are not there.
This change lets to (pre)configure samba without bothering to
pre-create the directories which are overwise needed only to fulfil
testparm criteria.

ldap server require strong auth = allow_sasl_over_tls
is now an alias for 'allow_sasl_without_tls_channel_bindings'
and should be avoided and changed to 'yes' or
'allow_sasl_without_tls_channel_bindings'.

Port Python bindings of samba.param module to
Python3-compatible form.
Because native Python file objects are officially
no longer backed by FILE*, API of some _dump()
functions is changed. File argument is now
optional and contains only name of file. Stdout
is default if no file name is specified. Otherwise
opening and closing files is done on C layer
instead of Python.

In making this change, it also fixes a bug where attempting to dump a parameter would immediately cause an error
(due to a lack of string conversion).
